The Trump Administration is withholding millions of dollars meant for family planning services from over a dozen organizations, including Planned Parenthood.
This funding freeze under Title X, a program launched in 1970, significantly impacts clinics providing essential services like birth control and cancer screenings to low-income individuals.
Notably, nine affiliates of Planned Parenthood will soon feel this financial loss sharply.
Planned Parenthood Great Northwest, Hawai’i, Alaska, Indiana, and Kentucky (PPGNHAIK) stands to lose about $3 million annually.
The U.S. Department of Health and Human Services (HHS) has put these funds on hold pending evaluations of compliance with federal laws and Executive Order 14218.
This is part of a broader effort to ensure these organizations adhere strictly to grant terms and civil rights legislation.
Citing potential violations of federal civil rights laws, the notices sent to Planned Parenthood affiliates also highlight prohibitions on diversity and inclusion initiatives deemed inconsistent with federal standards.
HHS’s actions have put $27.5 million of the over $200 million annual Title X budget at risk.
Critics argue this move undermines health equity, restricting access to crucial reproductive health care for underserved communities.
“In our states, we are a safety net provider providing affordable birth control, cancer screenings, STI testing, and treatment. These patients rely on Title X for their health care, and without this program, patients may have no access to this care at all,” said the PPGNHAIK CEO Rebecca Gibron, cited by Time.
The withholding of funds extends beyond Planned Parenthood, affecting other providers in the federal family planning program.
This decision bypasses formal rulemaking processes, stirring controversy regarding its democratic nature.
Nevertheless, the administration emphasizes fiscal responsibility and adherence to legal standards as motivations behind the funding suspension.
The National Family Planning and Reproductive Health Association claims providers are penalized for adhering to previous administration rules.
Critics warn that this funding freeze may impact up to 1.25 million people annually, particularly individuals from disadvantaged demographics who rely on these critical services.
“The impact of that program on people’s access to needed reproductive health care services is so clear—how people have benefitted from that access and how it is a program that fills a very important gap for folks who can’t get health care elsewhere,” declared Amy Friedrich-Karnik, director of federal policy at the Guttmacher Institute.
